Chinese government is conducting a three-year plan to win the battle for blue skies and focus on key areas and heavy industries to curb air pollution, Li Ganjie, minister of the newly-set Ministry of Ecological Environment, said on the sidelines of the first session of the 13th National People's Congress (NPC) in Beijing on Monday.
