Oligarchs and government officials are included on the list. In response, Russia's trade minister said the state companies on the list would receive additional government support. Meanwhile, a British health official says the ex-spy Sergei Skripal is no longer in critical condition and is recovering rapidly. It's a month since he and his daughter were allegedly poisoned with a rare and deadly nerve agent. The incident triggered a diplomatic crisis between Russia and the West.
