Today is International Children's Day. To help disabled children, the State Council of China recently approved new measures to help more children living with disabilities.
Currently, there are around 1.67 million disabled children aged from 0 to 6-years-old in China. But most rehabilitation projects are not included in existing health insurance packages -- posing a challenge to families when it comes to paying for medical coverage and bills. Luckily for them - there's new-found hope.
JIA YONG, VICE CHAIRMAN CHINA DISABLED PERSONS' FEDERATION "For eligible children with vision, extremity, intelligence disabilities and autism who are 0 to 6-years-old, we will provide operations, equipment and rehabilitation training, to improve their situation, and enhance their capacity of independent living and social participation."
Currently there're about 7000 designated rehabilitation institutions nationwide. But they're still facing many problems and challenges. For example, there is unbalanced development of rehabilitation services. Meanwhile, some rural areas lack relevant rehabilitation agencies, local private institutions are of variable quality, and families seeking rehabilitation services in big cities sometimes need to wait for a very long time.
JIA YONG, VICE CHAIRMAN CHINA DISABLED PERSONS' FEDERATION "The central government will provide subsidies for local governments to improve the service capabilities of disabled children rehabilitation centers. At the same time, we will strengthen the standardization of designated rehabilitation institutions, enhance the quantity and quality of private ones, carry out more training sessions for professionals, and comprehensively supervise and administer the safety, quality and subsidy implementation of rehabilitation institutions."
The rehabilitation system changes will take effect on the 1st of October this year. As a starting point, it will open more channels and methods of institutionalized and socialized support for disabled children.
