Now let's review the main events in the long-running Russian doping controversy.
The case went public when the former head of Moscow's anti-doping laboratory, Grigory Rodchenkov, revealed an organised Russian doping campaign at the 2014 Sochi Olympics, where Russia topped the medals table.
Before the Rio Olympics, Canadian law professor Richard McLaren released a 96-page report for the World Anti-Doping Agency that outlined state-run Russian doping at the Sochi Olympics and other major sports events.
In December 2017, the IOC banned Russia from the PyeongChang Winter Olympics. Then 169 athletes were approved by the IOC to take part in the PyeongChang Olympics as neutral Olympians, while 47 Russian athletes and staff were banned.
