There were two press conferences at the National People's Congress today, one on legislation over the past five years, the other on the supervision of government, industry and education.
"Unprecedented." That's how a Chinese lawmaker described the legislative work of the National People's Congress over the past five years.
XU ANBIAO, VICE CHAIRMAN LEGISLATIVE AFFAIRS COMMISSION "The 12th NPC and its Standing Committee made 21 authorizations and reform decisions following legal procedures concerning free trade zones, the administrative approval system, the rural land system, the financial system and the judicial system. They made a total of 95 legal amendments on 15 occasions. This is unprecedented."
On the environment, lawmakers highlighted progress in combating air pollution, adding that the legislature would address the issue of garbage classification and recycling. Legislators also spoke about a Film Industry Promotion Law and China's first Public Library Law. And they said there were plans to amend the Juvenile Protection Law amid rising public concern about school bullying.
Lawmakers also took questions about the role and functions of the planned new state organ, the Supervisory Commission.
WANG SHENGMING, VICE CHAIRMAN INTERNAL AND JUDICIAL AFFAIRS COMMITTEE "Deepening reform in the national supervision system is a major political reform. We will further amend the criminal procedure law and other related laws to improve coordination between supervisory bodies."
At another press conference, NPC deputies explained their work on supervision in the past five years. Lawmakers said they had researched ways to speed up upgrades in the manufacturing sector and manage an aging society. Meanwhile, they said they have inspected law enforcement in areas such as vocational education and cyber security. They also took questions about reform in supervising government spending to ensure efficiency.
