Born in March 1950, Xu Qiliang graduated from the Fifth Aviation School of the PLA's Air Force.
Xu had been in the PLA Air Force for over four decades. He served as Chief of Staff from 1994 to 1999, by ending as Commander-in-Chief of the Air Force in 2008.
He was Deputy Chief of the General Staff of the PLA from 2004 to 2007.
Later he became a Member of the CPC Central Military Commission in 2008.
Five years later, he was appointed vice-chairman of the CPC Central Military Commission, a year later, he became the Vice-Chairman of the Central Military Commission of the PRC.
