The legislative authority of Beijing on Friday published a draft law imposing stricter regulations on the rampantly growing electrical bicycles in the city. The ambiguity of related laws has led to the violation of transportation rules, a problem which needs to be tackled, the authority said.
Given the difficulty of acquiring a car license plate in Chinese metropolitan cities, electric bicycles have remained the most convenient choice for the large population of bike riders. It is estimated that the total number of electric bicycles has rapidly grown over the past few years and amounted to 220 million bikes by the end of 2016. Although owners are always required by the authority to register their vehicles, few of them abide by that instruction, which means that most rules violations are never recorded.
It has also been said that several models of electrical bicycles sold on the market do not pass security and safety standards. Some producers, in a bid to satisfy the market demand for faster vehicles with powerful engines, usually disregard the speed limit compelled by the regulator.

The new law drafted by the legislative bureau of the Beijing municipal government stipulates that all electrical bicycles must be registered and equipped with a license plate. And the electrical bicycle producers are bound to sell enlisted models deemed safe by the authority.
It also barred electric scooters, mono-cycles and Segways from city roads. Violators will be slapped with a fine ranging from 20 to 50 yuan, the law stipulates.
