The Chairman of the Standing Committee of the National People's Congress delivered a work report to the First Session of the 13th NPC. Zhang Dejiang reviewed the major achievements made by the 12th NPC and its standing committee over the past five years.

ZHANG DEJIANG CHAIRMAN OF STANDING COMMITTEE OF NPC "The NPC and its Standing Committee shoulder heavy responsibilities in building China into a socialist country governed by rule of law. We must understand that, to ensure the law-based governance of China, we must first ensure governance of the country based on the Constitution. We must tailor legislation to meet the needs of reform and development, ensuring reform is advanced under the rule of law and the rule of law is improved through reform."  

Zhang said the 12th NPC passed 25 laws, revised 127 others, made 46 decisions on legal questions and other issues and issued 9 legal rulings, covering areas including national security, the socialist market economy, and people's well being. He also said 2018 is the first year for putting all of the guiding principles from the Party's 19th National Congress into action, and that the 13th NPC and its standing committee should strengthen its legislative and oversight work. Zhang also said the leadership of the Party Central Committee with President Xi Jinping at its core supports Chinese people of all ethnic groups and the 13th NPC can be trusted to fullfill its mission.
