Russian expert: UN should appoint China as guarantor of DPRK’s security

On September 3, the DPRK conducted a nuclear test which cast a shadow over the 2017 BRICS summit in Xiamen. One question being asked is can the BRICS bloc – and in particular China and Russia – stop further nuclear tests from the DPRK and prevent war with the United States?
Alexander Nekrassov, a former adviser at the Kremlin, thinks the UN should have tried China and Russia’s suggested approach to solving the Korean Peninsula problem.
In July, both countries issued a joint statement proposing “suspension for suspension,” which would have seen the DPRK suspend its ballistic missile program and in return for the United States and South Korea simultaneously calling a moratorium on large-scale military exercises.
“The new approach, China and Russia’s approach, is in a way the starting point for a much bigger solution,” he said.
None of the three parties agreed to the proposal.

Nekrassov thinks part of the problem is the DPRK’s comparative isolation. South Korea can call on the United States as guarantor of its safety, but the DPRK has no such ally.
“So what is needed here, is a special resolution by the United Nations that will appoint either China or both China and Russia as guarantors of North Korean security. Then, things will start to change,” he said.
