One important constitutional amendment is to create a new supervisory committee that will work with the party's anti-corruption agency. Earlier we heard from Zhang Sujun on the importance of national supervision system reform. Zhang is the vice-president of the China Law Society, and also a delegate to the 13th National People's Congress.

Reforms of the national supervision system were considered to be a major political structure change, and also a major reform of the legal system, at the 19th CPC National Congress last October. Construction of this system is necessary for the anti-corruption campaign, and is also crucial to further carry out anti-corruption work and promote the rule of law."
The reform has strengthened the unified party's leadership in the anti-corruption campaign. The Central Commission for Discipline Inspection is under the direct leadership of the CPC Central Committee. The Ministry of Supervision is under the leadership of the CCDI, while other anti-corruption organizations are under the leadership of the People's Procuratorate, which makes the supervision system dispersed.
On the other hand, the CCDI has limited monitoring targets that only include leaders within the party and officials in government. It excludes research institutions and people's organizations.
Also, the rule of law is not enough. For example, "shuanggui" is known as an intra-party disciplinary practice, that requires a CPC member under investigation, to cooperate with questioning at a designated place and a designated time.
Fighting corruption in accordance with the law is important as well. We aim to solve all the issues mentioned above, to integrate separate anti-corruption organizations, and ensure to deepen supervision system reform.
