China's Ministry of Human Resources and Social Security issued a plan on Friday to help at least one member of every poverty-stricken family to find job, aiming to help the families to get rid of poverty on their own. 
As agriculture is labor-intensive sector that can help create jobs in farming and agriculture-related service, encouraging university graduates to create businesses back home has become an efficient way of achieving that goal.

While getting a job is becoming increasingly difficult for college graduates in major cities in China, more of those who came from relatively less developed regions are heading back to the villages to start up business under the incentives provided by local governments.

During the 19th CPC National Congress, the concept of rural vitalization was mentioned and again emphasized during the Two Sessions this year. But the key to achieving this is to bring people with talent back to the rural areas.

The significance of college graduates creating businesses back home is far more than just the business itself. It is the knowledge and different mindsets that these graduates bring with them that matter the most.

The problems hindering rural development is more and more people are leaving for the cities where there is a better living condition and more opportunities, creating a phenomenon in China called “hollow villages” meaning the abandoned or sparsely populated rural regions.

There are still some people who can not leave, especially the senior and the poor who cannot afford relocating. For them, creating opportunities within the villages is important.
