To south-central Russia, where the governor of Kemerovo resigned on Sunday over the shopping mall fire that killed 64 people, including 41 children.
Local authorities say a litany of safety violations in procedures left shoppers and children trapped inside the burning building. The governior, Aman Tuleyev, said in a video posted on the regional administration's website that he had no choice but to step down. Russian President Vladimir Putin has said the disaster was caused by criminal negligence and that those responsible would be punished.
