Born in July 1950, Zhang Youxia graduated from the People's Liberation Army Military Academy.
After nearly four decades of service in the Ground Force, he was named Deputy Commander of the Beijing Military Area in 2005 and later Commander of the Shenyang Military Area in 2007.
In 2013, Zhang joined the CPC Central Military Commission and PRC Central Military Commission.
From 2013 to 2017, he served as Chief in the Equipment Development Department of the PRC Central Military Commission.
Later, Zhang became Vice Chairman of the CPC Central Military Commission.
