Russia's intelligence agency, the Federal Security Service (FSB), said on Monday it had arrested members of an ISIL cell which was preparing to carry out terrorist attacks.
In a statement the FSB said it had "thwarted the illegal activities of the international terrorist organisation Islamic State".
It said those arrested were all from Muslim-majority republics in the Caucasus but took orders from "foreign emissaries" pledging allegiance to the militant group.
Two home-made explosives, as well as guns and grenades, were found during raids at their homes.
The case is currently being investigated.
The FSB has not released any further details about the suspects.
