China says it's working with the Philippines on a framework for joint development projects in the South China Sea.

Foreign Minister Wang Yi made the announcement during a joint press conference with his Philippine counterpart Alan Peter Cayetano after welcoming him to Beijing. The two say their countries have reached wide consensus in their discussions. China and the Philippines have tussled over islands and reefs in the South China Sea since 2013.
