Along with decades of reform and opening-up, China now has a relatively complete intellectual property law system, and is taking that to a new level. Launched in 1978, China's intellectual property system has developed in accordance with the nation's economic growth. In recent years, the IP network has spurred strong innovation and a sound business environment, keeping up with China's rapid high-quality development. The nation is also moving toward implementing an innovation-driven development strategy. However, experts say changing from an IP country to an IP power hovers around two major issues.

To adapt to high-quality economic growth, we really should have a high-level advanced system, especially in the aspect of patent rights. Second, intellectual property rights must be properly utilized. We should not only consider quantity, quality, scale and level, but also IP's added value and economic benefits. We need to transfer technologies, works and brands into advanced productive forces."
