In 1978, the third plenary session of the 11th CPC Central Committee decided to implement the reform and opening up policy, which was a major step in China's modern economic history. In 1993, the third plenary session of the 14th CPC Central Committee established a basic framework for a market-driven economic system. Entering the new century, in 2008, the third plenary session focused on issues concerning agriculture, the countryside, and farmers.
