China releases tariffs exemption list for 16 types of U.S. products

China on Wednesday unveiled the first set of U.S. goods to be excluded from the first round of additional tariffs.

The exemption will take effect from September 17, according to the Customs Tariff Commission of the State Council.  

Specifically, 16 items in the list will be exempted from tariffs imposed in retaliation for U.S. tariffs as part of a "Section 301" probe, starting from September 17, 2019, to September 16, 2020.

The commission will offer refunds for 12 items that have already been taxed, including shrimp, lubricant, fish meal (used in animal feeding), and medical linear accelerators, which are used in cancer treatment. Related companies have six months to file refund applications to China's customs administration.

The remaining four items will also be free from the tariffs, but there will be no refund for the previously-added duties. The four products on the list are milk serum (used in animal feeding), mold release agents, isoparaffin solvent and lubricating base oil.

Exemptions from the second round of additional tariffs on U.S. imports will be valid September 2-October 18.

The commission will continue to carry out the exemption process for the third round of additional tariffs on U.S. imports worth 75 billion dollars.
