World leaders gather for the United Nation General Assembly (UNGA) General Debate from September 24 to 30; UNGA holds sideline meetings including Climate Action Summit, Sustainable Development Goals (SDG) Summit, high-level dialogue on Financing for Development, high-level meeting to commemorate and promote the International Day for the Total Elimination of Nuclear Weapons, high-level midterm view of the SAMOA Pathway; Afghanistan holds presidential election.

UNGA in the spotlight

The UNGA is meeting at UN Headquarters in New York with highlights starting from next week.  
It includes a climate summit on Monday followed by a week-long General Debate joined by world leaders or representatives of UN member states and SDG summits. 

The theme of this year's General Debate is "Galvanizing multilateral efforts for poverty eradication, quality education, climate action and inclusion," according to the UNGA new president Tijjani Muhammad-Bande.

UNGA president: China's advancements benefit the world

According to the UN, a total of 143 heads of state and government have been confirmed to speak at the general assembly. The speakers are asked to keep their speech at under 15 minutes, although they often go over that limit. 

It is a UNGA General Debate tradition that Brazil opens the debate and is followed by the U.S. – the host country. Turkish President Tayyip Erdogan, South Korean President Moon Jae-in, Mexican President Andres Manuel Lopez Obrador and French President Emmanuel Macron are also expected to speak on Tuesday's morning session. 

Brazil President Jair Bolsonaro will make his first debut at the UN amid his feud with G7 leaders over the Amazon disasters this summer. 

Last year, Trump was laughed at by world leaders when he claimed how great things are since he took over the country at the General Debate. Given the recent breakdown of Afghan peace talks and high U.S.-Iranian tensions, it is unclear what Trump's show would be this year.  

Chinese State Councilor and Foreign Minister Wang Yi will attend the general debate, the Chinese Foreign Ministry announced earlier. 

During the debate, Wang will give a comprehensive introduction to the path and achievements of China in the past 70 years and elaborate on China's foreign policy and propositions regarding the international situation as well as major international and regional issues, said the Chinese Foreign Ministry spokesperson. 

As a special representative of Chinese President Xi Jinping, Wang will also attend the UN 2019 Climate Action Summit and the SDG Summit. 

In addition, world leaders and representatives of UN member countries are also expected to hold bilateral and multilateral meetings at this important diplomatic occasion. 

It is expected that climate change will dominate the agenda and a few other things like Brexit, Middle East situation, Kashmir conflicts, and Korean Peninsula situation are also worth paying attention to.   

The UK's new prime minister Boris Johnson is expected to hold talks with European leaders on the sidelines of the UNGA pushing for a Brexit deal by the end of October. 

Although Iran's President Hassan Rouhani has announced that there was no bilateral meeting between him and Trump, a meeting between the parties to the Iran 2015 nuclear deal could still happen on the sidelines of the UNGA. 

UN Secretary-General Antonio Guterres plans to raise the Kashmir issues during his discussion with various leaders during the UNGA period, said his spokesperson, which echoed the secretary-general's previous call that dialogue is the only way to resolve the Kashmir dispute.  

Afghan election: Security first

War-torn Afghanistan is going to the polls on the coming Saturday for the fourth presidential election since 2011. 

According to Afghan Election Commission (IEC) statistics, over 9.6 million Afghans have registered to vote in the elections. In 2018's parliamentary election, 9.1 million people registered while only four million voted because of security issues. 

Taliban militants who have vowed to derail the election termed the voting process as a "ploy of foreign invaders to continue their occupation of Afghanistan," calling upon people to boycott the poll. 

The Afghan National Defense and Security Forces (ANDSF) have beefed up security operations against Taliban fighters recently as the militants launched massive attacks on cities and districts across the country. 

The ANDSF will provide security for 4,942 out of 5,373 polling centers, and the remaining 431 centers located in remote districts will not open on election day due to the presence of militants, according to election officials. 

A total of 18 candidates registered to run for the presidency with a five-year term, and among the candidates are sitting President Mohammad Ashraf Ghani and government Chief Executive Abdullah Abdullah.
