Xi Jinping requires progress in military development at primary level

Chinese President Xi Jinping has stressed efforts to promote all-around progress in developing the military at the primary level. 

Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission (CMC), made the requirement while attending a CMC meeting in Beijing from November 8 to 10. 

Xi called on the whole army to learn and implement the decision of the CPC Central Committee on some major issues concerning how to uphold and improve the system of socialism with Chinese characteristics and advance the modernization of China's system and capacity for governance.

The decision was adopted at the fourth plenary session of the 19th CPC Central Committee, which was convened from October 28 to 31 in Beijing.

According to the communique of the meeting, China's state and governance systems enjoy notable strengths in various aspects, and one of the strengths is keeping the armed forces under the Party's command and ensuring that the people's armed forces are completely loyal to the Party and the people so as to safeguard China's sovereignty, security and development interests.

"To better implement the tasks, we should pay more efforts to promote all-around progress in developing the military at the primary level," Xi said.

Since the 18th CPC National Congress, the CPC Central Committee and the CMC have achieved great progress in developing the military at the primary level, said the president.

He urged the army to remain true to its original aspiration and keep its mission firmly in mind, adding that the armed forces should improve political education and combat training.

Efforts should be made to arm the military with the Thought on Socialism with Chinese Characteristics for a New Era and the Party's thinking on strengthening the military for the new era, Xi said.

He noted that the military must be built and managed in terms of thinking and political orientation, and the ideological and political foundation for obeying the Party's command should be consolidated while officers and soldiers' faith should be strengthened in daring to battle and being sure to win.
