The Standing Committee of the National People's Congress (NPC), China's top legislature, is expected to deliberate on bills amending the electoral system of the Hong Kong Special Administrative Region (HKSAR) next week.
Draft amendments to Annex I: Method for the Selection of the Chief Executive of the HKSAR, and Annex II: Method for the Formation of the Legislative Council of the HKSAR and Its Voting Procedures to the Basic Law, will be deliberated on at the 27th session of the Standing Committee of the 13th NPC scheduled for March 29-30.
The NPC adopted a decision on improving the electoral system of the HKSAR at its annual session on March 11.
According to the decision, the NPC Standing Committee is authorized to amend annexes I and II to the HKSAR Basic Law.
Once those amendments at the state level are completed, the HKSAR will amend relevant local laws accordingly.
Improving the electoral system of the HKSAR must "fully and faithfully implement the policy of 'One Country, Two Systems'" and ensure the administration of Hong Kong by Hong Kong people "with patriots as the main body," the decision stressed.
It is another major step taken by the state to improve the HKSAR's legal and political systems since the Law on Safeguarding National Security in the HKSAR was adopted in June 2020.
