LegCo hears 1st, 2nd readings of HKSAR electoral reform bill

An amendment bill on improving the Hong Kong Special Administrative Region (HKSAR)'s electoral system was introduced to the Legislative Council (LegCo) on Wednesday for the first and second readings. 

The executive council on Tuesday approved the local electoral amendment bill.

The bill mainly comprises six areas, including reconstituting the Election Committee, providing for the method for selecting the chief executive, updating the composition and formation of the LegCo, and the candidate eligibility, among others. 

HKSAR Chief Executive Carrie Lam said she hopes that the draft will be passed by lawmakers by the end of May.

Three important elections are lined up for the coming 12 months, with the exact dates already settled. The election for the HKSAR's Election Committee has been set for September 19. The election for LegCo will take place three months later on December 19, and the election for the chief executive will be on March 27, 2022, the HKSAR government said. 

The HKSAR started local legislation after China's top legislature adopted a package of legislative changes to improve the SAR's electoral system last month.

It is another major step taken by the state to improve the HKSAR's legal and political systems since the Law on Safeguarding National Security in the HKSAR was adopted in June 2020.
