CPC releases key resolution to embark on another 100 years of endeavors

The Resolution of the Central Committee of the Communist Party of China (CPC) on the Major Achievements and Historical Experience of the Party over the Past Century was released on Tuesday. 
  
The document was adopted at the sixth plenary session of the 19th CPC Central Committee, held in Beijing from November 8 to 11. 

It is only the third resolution of its kind in the Party's 100-year history: The first was in 1945 before the victory of the War of Resistance against Japanese Aggression, and the second was in 1981 with the advent of the reform and opening-up drive.

The resolution, with a total of over 36,000 Chinese characters, reviewed the Party's history since its founding in 1921, covering the periods of the new-democratic revolution, socialist revolution and construction, reform, opening-up and socialist modernization, and a new era of socialism with Chinese characteristics.  

It focused, in particular, on the efforts and achievements made by the CPC in the new era following its 18th National Congress in 2012. It also summarized the historical significance and experience of the Party's endeavors during the past 100 years and called for further efforts to realize the Chinese Dream of national rejuvenation.

CPC – a choice by history and people

"Since its founding in 1921, the Communist Party of China has remained true to its original aspiration and mission of seeking happiness for the Chinese people and rejuvenation for the Chinese nation," the resolution said in the beginning. 

It then explained the background of the CPC's founding, underscoring the humiliation that China endured after the Opium War of 1840 and a series of failed attempts to "save the nation from peril." 

It reviewed the CPC's revolutionary years and highlighted the founding of the People's Republic of China (PRC) on October 1, 1949. 

"It has been proven through practice that history and the people have chosen the Communist Party of China, and that without its leadership, it would not have been possible to realize national independence and the people's liberation," the resolution stressed. 

China had established the socialist economic system by 1956 and gradually established an "independent and relatively complete industrial system and national economic framework" as the country carried out several five-year plans starting from 1953, it noted.

Reform and opening-up – a 'crucial move'

"From the founding of the People's Republic to the eve of reform and opening-up, the Party led the people in completing the socialist revolution, eliminating all systems of exploitation, and bringing about the most extensive and profound social change in the history of the Chinese nation and a great transformation from a poor and backward Eastern country with a large population to a socialist country," it said. 

China kicked off a "new period of reform, opening-up, and socialist modernization" following the third plenary session of the 11th CPC Central Committee in December 1978, according to the resolution, which hailed reform and opening-up a "crucial move in making China what it is today." 

"With continuous progress in reform and opening-up, China achieved the historic transformations from a highly centralized planned economy into a socialist market economy brimming with vitality, and from a country that was largely isolated into one that is open to the outside world across the board," it said. 

China, a country with relatively backward productive forces a few decades ago, has become the world's second-largest economy, it stressed.

The journey to 'Xiaokang' and national rejuvenation

Socialism with Chinese characteristics entered a new era following the Party's 18th National Congress in 2012, the resolution noted, summarizing the Party's endeavors to achieve its two "centenary goals." 

The Party had set two centenary goals: the first was to build a moderately prosperous society in all respects (known as "Xiaokang" in Chinese) by 2021 when the CPC celebrates its centenary, and the second is to build China into a great modern socialist country in all respects by the middle of the century to celebrate the centenary of the PRC. 

"The Central Committee with Comrade Xi Jinping at its core has demonstrated great historical initiative, tremendous political courage, and a powerful sense of mission," said the resolution.  

"It has introduced a raft of major principles and policies, launched a host of major initiatives, pushed ahead with many major tasks, and overcome a number of major risks and challenges," it said. "It has solved many tough problems that were long on the agenda but never resolved and accomplished many things that were wanted but never got done." 

The resolution summarized the "historic achievements and historic shifts" in various aspects brought by these efforts. 

In terms of exercising full and rigorous self-governance, the Party has launched a nationwide anti-corruption campaign to ensure that officials "do not have the opportunity, desire, or audacity to engage in corruption," it said, noting that an "overwhelming victory" has been achieved in the fight against corruption. 

To deepen reform and opening-up, the Party has taken "swift yet steady" steps to advance reform in all areas following the third plenary session of the 18th CPC Central Committee in 2013, said the resolution. Meanwhile, China has promoted high-quality development of the Belt and Road Initiative, it added. 

Following a people-centered philosophy of development, the Party introduced a strategy of targeted poverty alleviation across the country and lifted nearly 100 million rural residents that fell below the current poverty line out of poverty in eight years, securing a victory in the fight against poverty. 

In his speech at a grand gathering to celebrate the CPC's centenary on July 1, Xi announced that China has achieved the first centenary goal of building a moderately prosperous society in all respects. China is now on a new journey toward the second centenary goal of building a modern socialist country in all respects by the middle of the century.

The resolution also underscored major achievements made in recent years in fields such as economic development, ecological conservation and environmental protection, national defense and diplomatic affairs. 

"Through tenacious struggle, the Party and the people have shown the world that the Chinese nation has achieved the tremendous transformation from standing up and growing prosperous to becoming strong," it stressed. 

"Today, we are closer, more confident, and more capable than ever of realizing the goal of national rejuvenation," it said, calling on all Party members to "make unremitting efforts" to accomplish the goal.

Historical significance and experience

The CPC's endeavors over the past century have "fundamentally transformed the future of the Chinese people," "opened up the right path for achieving rejuvenation of the Chinese nation," "demonstrated the strong vitality of Marxism," "produced a profound influence on the course of world history," and "made the CPC a forerunner of the times," the resolution said, highlighting the "historical significance" of the Party's century-old journey. 

It also summarized the "valuable historical experience" accumulated by the CPC during the past 100 years, which covers aspects such as upholding the Party's leadership, putting the people first, staying independent, and remaining committed to self-reform. 

"Both the facts of history and the reality of today prove that without the Communist Party of China, there would be no new China and no national rejuvenation," said the resolution.
