The Supreme Electoral Court of Brazil has declared 77-year-old Luis Inacio Lula da Silva the winner of the presidential election. Professor Jiang Shixue from the Institute of Global Studies at Shanghai University says that, facing a divided society and weak economic situation, the former president will implement a people-first policy.
