The Chinese People's Political Consultative Conference (CPPCC) National Committee, China's top political advisory body, held a press conference on Tuesday in Beijing, one day before its annual session.
The fourth session of the 14th CPPCC National Committee will begin at 3 p.m. on Wednesday and conclude on the morning of March 11, spokesperson Liu Jieyi said at a news conference.
During the session, national political advisors will hear and deliberate on a report on the work of the Standing Committee of the CPPCC National Committee and a report on the handling of the political advisors' proposals, according to the spokesperson.
Noting that China's 14th Five-Year Plan (2021-2025) concluded last year and the country has embarked on the 15th Five-Year Plan (2026-2030), Liu said the CPPCC National Committee has offered suggestions on topics such as the formulation of the country's 15th Five-Year Plan, and promoting high-quality development, making new contributions to the development of the Party and the country.
To apply the principle of prioritizing quality over quantity, the CPPCC National Committee has revised the proposal handling regulations to clarify standards in terms of topic selection, content and effectiveness, thereby promoting high-quality proposals, Liu said.
He said last year China's top political advisory body held 20 symposiums with members from various sectors, and engaged in face-to-face exchanges with more than 500 members from 34 sectors, formulating opinions on empowering CPPCC sectors to advance their work in an active and orderly manner.

High-quality consultation
Overseeing the implementation of the five‑year plans is one of the important forms of democratic supervision by the CPPCC National Committee, Liu noted.
Over the past five years, the ten special committees of the CPPCC National Committee have each selected key issues in the implementation of the 14th Five‑Year Plan and exercised consistent democratic supervision, he said. A total of 779 CPPCC National Committee members participated in these oversight activities, he added, putting forward 323 opinions to ensure implementation of the 14th Five‑Year Plan.
Regarding tasks, challenges and bottlenecks in implementing the 14th Five-Year Plan, the CPPCC National Committee held more than 300 consultative activities on over 200 topics, Liu stated. These covered areas including integrated urban-rural development, strengthening ecological and environmental protection, optimizing the allocation of regional education and medical resources, and promoting cultural confidence.
He added that a large number of related proposals and information were submitted, contributing to policy optimization and implementation.
Focusing on key and decisive factors in the country's economic and social development during the 15th Five-Year Plan period, the CPPCC National Committee held various consultative activities in 2025 to seek opinions and suggestions from its members, he said. It also conducted multiple in-depth studies and policy research projects, resulting in more than 480 proposals and 200 information reports that provided important references for the formulation of the 15th Five-Year Plan, he added.
Serving the people
Guided by a people-centered development philosophy, the CPPCC National Committee launched a new initiative under the theme of "Better Services for the People" in 2023. Since then, more than 15,000 related activities have been carried out, over 6,000 of them last year alone, Liu said. CPPCC members have engaged with local communities across various sectors, promoting Party and government policies, he noted, and have worked to resolve the pressing needs and concerns of the people.
Through visits to farmland, factories, rural communities, plateaus and border villages, members carried out a slew of activities such as agricultural training, popularization on desertification prevention and control, lectures on the prevention and treatment of chronic diseases, and screening for congenital heart disease in children, delivering on their pledge to serve the people, he said.
Last year, more than 3,000 reports on public opinion submitted by CPPCC National Committee members focused on areas including employment, social security, medical and health care, childbirth, education and elderly care, helping to effectively resolve the most pressing, immediate real-world concerns of the people, Liu said.
Regarding the key tasks of advancing the integrated reform of systems involving the development of education, science, technology, and talent, the CPPCC National Committee organized various inspection tours and field research, submitting 103 relevant proposals, he said, adding that 65 public opinion reports were adopted.
