Xi's messages to Chinese legislators, political advisers

From March 4 to 12, Chinese President Xi Jinping joined six group meetings with Chinese legislators and political advisers at the Two Sessions – the first session of the 13th National People's Congress (NPC) and the first session of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC).
During the panel discussions, Xi listened to remarks by 48 NPC deputies and CPPCC members and commented on a wide range of issues, including high-quality development, innovation, rural vitalization, the fight against corruption, military-civilian integration and China's unique party system.
Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, told NPC deputies from north China's Inner Mongolia Autonomous Region that the Chinese economy has transitioned from a phase of rapid growth to a stage of high-quality development. 
He encouraged the region to develop more emerging, high-end, high-value-added and capital-and-technology-intensive industries.
During his meeting with NPC deputies from south China's Guangdong Province, Xi underscored the importance of talents and scientific innovation. 
"The growth of the country relies on innovation and innovation depends on talents," he noted.

Meeting NPC deputies from east China's Shandong Province, the Chinese president said the rural vitalization strategy is the leading agenda for government work on agriculture, rural areas and rural residents.
In his discussion with NPC deputies from southwest China's Chongqing Municipality, Xi urged local officials to uphold rule of law, oppose rule of man, hold in awe of the Constitution and exercise their duty within the boundaries of the Constitution and laws.
"Don't let pillow talk lead you down to corruption. Don't let your children engage in self-dealing using your name. Don't be dragged into the 'muddy water' by people around you," he warned, stressing that an official should keep both himself and the whole family "clean."
Xi attended a plenary meeting of the delegation of the People's Liberation Army (PLA) and armed police at the ongoing session of the 13th NPC on Monday, calling for practical efforts to further deepen military-civilian integration.

"Implementing the strategy of military-civilian integration is a prerequisite for building integrated national strategies and strategic capabilities and for realizing the Party's goal of building a strong military in the new era," Xi said.
On March 4, the Chinese president also took part in a joint panel discussion with CPPCC members from the China Democratic League and the China Zhi Gong Party, those without party affiliation and those from the sector of returned overseas Chinese.
Xi hailed the system of multiparty cooperation and political consultation led by the CPC as "a great contribution to political civilization of humanity."
The system unites all political parties and people without party affiliation toward a common goal, effectively preventing the flaws of the absence of oversight in one-party rule, or power rotation and nasty competition among multiple political parties, he noted.
