Overload led to brake failure and a crash that killed 22 people and injured 28 others in north China's Inner Mongolia Autonomous Region on Saturday, according to a preliminary investigation report.
The bus had not been inspected or registered and was operating in a mine tunnel on ramps not intended for transporting people, the report said.

The incident occurred when the bus carrying 50 mine workers lost control and crashed into a wall inside a tunnel operated by the Yinman Mining Company.
