US President Donald Trump on Thursday took to Twitter to say Washington's "relationship with Russia is at an all-time and very dangerous low."
The remarks came one day after he signed new sanctions against Russia into law, a move Moscow said amounted to a full-scale trade war and an end to hopes for better ties with the Trump administration.
"You can thank Congress, the same people that can't even give us HCare!" he added, in a reference to debate over proposed healthcare reform in the US.
Last week, Congress overwhelmingly approved a deal on legislation allowing new sanctions against Russia for alleged interference in the US presidential election and military action in eastern Ukraine, leaving Trump with little choice but to sign the legislation.
