The decision, which adopted at the fourth plenary session of the 19th Central Committee of the Communist Party of China (CPC) in late October, explained major issues on how to uphold and improve the system of socialism with Chinese characteristics and advance the modernization of China's system and capacity for governance.

It specified the following tasks and measures: 

China to uphold, improve the system of institutions for Party leadership in forms of establishing the system of "staying true to our founding mission", and improving various institutions to safeguard the authority of and ensure the centralized and unified leadership of the CPC Central Committee.

China to uphold, improve the system of institutions through which people run the country via upholding and improving the fundamental political system of people's congresses and upholding and improving the system of CPC-led multiparty cooperation and political consultation. 

China to uphold, improve the system of the socialist rule of law with Chinese characteristics by means of improving systems and mechanisms that ensure the full implementation of the Constitution, improving systems and mechanisms for law-making, and improving the rule of law systems for ensuring social fairness and justice. 

China to uphold, improve the socialist administration system with Chinese characteristics by improving national administration systems, improving systems of government functions and duties, and improving government organizational structures. 

China to uphold, improve the basic socialist economic system through unwaveringly working to consolidate and develop the public sector, and to encourage, support and guide the development of the non-public sector, and upholding the distribution system whereby distribution according to labor is dominant, and a variety of other modes of distribution coexist.

China to uphold, improve the system for prosperity, development of advanced socialist culture by upholding the fundamental system of taking Marxism as a guiding ideology, sticking to the system of leading cultural advancement with core socialist values, and improving institutions for safeguarding people's cultural rights and interests. 

China to uphold, improve unified systems for ensuring the wellbeing of urban, rural residents by improving the mechanism that promotes fuller employment with better quality, putting in place an education system that serves lifelong learning for all, and improving the social security system that covers all the people. 

China to uphold, improve social governance system by improving the effective mechanism for properly handling contradictions among the people in the new circumstances, improving the system for crime prevention and control, and to improve the system and mechanism for public security. 

China to uphold, improve the system for developing ecological civilization by implementing the strictest possible systems for ecological and environmental protection, fully establishing a mechanism for highly efficient utilization of resources, and improving institutions concerning ecological restoration and conservation. 

China to uphold, improve Party's absolute leadership over armed forces following upholding the CPC Central Committee's supreme leadership and command over the armed forces, and improving the system of the institutions for Party building in the armed forces. 

China to uphold, improve the system of "one country, two systems" following fully and faithfully implementing the policies of "one country, two systems," "the people of Hong Kong governing Hong Kong," "the people of Macao governing Macao," and a high degree of autonomy. 

China to uphold, improve the independent foreign policy of peace by improving the system and mechanism for the Party's leadership over foreign affairs, improving China's diplomacy on all fronts, and to promote the construction of an opening-up system featuring win-win cooperation. 

China to uphold, improve Party, state oversight systems by improving the Party and state oversight systems, improving the mechanism to check the allocation and exercise of power, and establishing the system and mechanism under which officials "don't dare to, are unable to and have no desire to commit acts of corruption."
