Whole-process people's democracy is a concept put forward by Chinese President Xi Jinping in 2019 during a tour in Shanghai. It defines China's political system as one which empowers the people to get involved in the country's decision-making and governance at all levels.

Xi has since made references to and elaborated on "whole-process people's democracy" on several occasions, including the centenary of the Communist Party of China (CPC) on July 1 and a conference on People's Congresses in October.
