Daning County is located in the southern Lyuliang Mountains in north China's Shanxi Province. There isn't enough rainfall to paint the mountains green, and the fragile ecology has restricted the county's development. In 2018, a "purchased afforestation" plan was carried out there. The government purchases the trees that are contracted by the afforestation cooperatives. When the trees are well-planted, the cooperatives will receive money from the government.

In the county, 37 afforestation cooperatives have been set up for poverty alleviation, while poor households account for no less than 60 percent of the members. By 2020, there had been 5,440 hectares of purchased afforestation in the county.
