Expert: Third plenary session 'timely' and 'significant' for China

The 20th Central Committee of the Communist Party of China concluded its third plenary session on Thursday with a communique focused on further comprehensively deepening reform to advance Chinese modernization.

Ma Liang, professor of public administration and a researcher at National Academy of Development and Strategy from Renmin University of China, said the resolution has comprehensively explained the tasks in 14 fields of deepening reforms, and China's path to modernization.

"I've noted that the communique urges the unswerving consolidation and development of the public sector, and unswerving encouragement, support and guidance for the development of the non-public sector," Ma said, adding that this is timely and significant, especially for boosting confidence in the private economy.

To build a high-quality socialist market economy, the communique said the role of the market must be better leveraged. It adds that a fairer and more dynamic market environment needs to be fostered, and resources allocated as efficiently as possible.

Ma said this is an important signal to create a better business environment for private enterprises and entrepreneurs in future.

For Ma, the communique offers a strong example of the way China understands the direction of its future development.

"It will better guide policy introductions in various fields so as to build a better business environment in future, both at home and abroad," said the professor, stressing that it was stated that the country will focus on raising the people's quality of life, building a Beautiful China, and pursuing high-quality opening up, which means specific policies or measures will be introduced accordingly.

Ma said the reforms mentioned in the communique are highly valued and anticipated by Chinese people.

"The next step is to implement the reform policies and measures, which are much more important," Ma pointed out, noting that the tasks mentioned in the communique are challenging issues.

To overcome these challenges, Ma said it's important to enhance the sense of participation of people from all walks of life, raise people's passion, and motivate them to take part in future reforms.
